The Wall Street Journal reports that a 20-page appeal filed by New Jersey Attorney General Jeffrey Chiesa argues that state law allows the governor to abolish certain state agencies. At stake is the 12-member Council on Affordable Housing, created by the state legislature in the 1980s but terminated by the governor.

An appellate court ruled against Christie last year, saying that his action violated ‘New Jersey's constitutional separation of powers’ and that the governor ‘exceeded his authority.’
